The checklists are intended to be for guidance purposes only and having all of the required documents is not a guarantee that you will be issued a visa.
It is better to explain why you have not got a document, than to submit a false document in its place. If you submit a false document you will adversely affect your application and your details and the false documents may be passed to law enforcement agencies in your country.
